Eligibility Criteria

To qualify for the Heydar Aliyev International Education Grant Program 2026–2027, applicants must meet the following requirements:

Nationality Requirements

Applicants must be citizens of:

• Member states of the Organization of Islamic Cooperation (OIC)
• Member states of the Non-Aligned Movement
• Small Island Developing States
• Countries sharing common cultural, ethnic, or historical ties with Azerbaijan
