What Is Mundus MAPP?

Mundus MAPP combines public policy study across four European institutions and requires students to complete two study periods in two different countries.

  • Mundus MAPP is jointly delivered by CEU, IBEI, ISS and the University of York.
  • The Erasmus Mundus scholarship supports the highest-ranked applicants from inside and outside the EU.
  • Central European University administers all Mundus MAPP applications centrally.
  • The program requires physical mobility across two countries.

The European Commission selected Mundus MAPP as one of five Erasmus Mundus “success stories” in 2020.

Four Study Tracks

You may apply to only one track:

  • CEU–IBEI: Global Public Policy for international policy processes and global institutions.
  • CEU–York: European Public Policy for policy analysis and problem solving in the EU and neighboring countries.
  • ISS–IBEI: Political Economy and Development for political economy and development.
  • ISS–York: Governance and Development for governance and public policy in developing-country contexts.

Your track shapes both your academic direction and the two countries where you study.

Who Can Apply?

You need at least a three-year bachelor’s degree from a recognized institution, a minimum 2.1/Upper Second where applicable, and at least 3.17/4.0 GPA or equivalent. Social science backgrounds receive preference. Applicants with bachelor’s degrees in Natural Sciences or Engineering are not eligible.

You must also meet these conditions:

  • Your residence must differ from both countries in your chosen mobility track.
  • If you hold a master’s, you must also meet the same grade and GPA threshold in that degree.
  • Work experience is optional, but relevant experience receives preference.
  • IBEI-track applicants need an undergraduate degree that grants access to master’s study in the country where it was issued.
  • Your statement must show strong motivation for European and international public policy.

Mundus MAPP also gives scholarship priority to applicants who have not already had the opportunity to study at master’s level.

English Language Requirements

Accepted scores include:

  • TOEFL iBT: 95+
  • IELTS Academic: 7.0+
  • Cambridge C2: C2+
  • Cambridge C1: C1+
  • Pearson PTE Academic: 76+
  • Duolingo English Test: 130+

The program grants exemptions to citizens of specified English-speaking countries who completed a bachelor’s or master’s entirely in English. Other applicants may request a waiver after completing an eligible English-taught degree in an approved country or qualifying US/UK satellite campus.

Submit your score with the application. Late test scores are not accepted.

  2. Bachelor’s transcript and degree certificate, with official English translations where required.
  3. Master’s records if you already hold or are completing a master’s.
  4. CV or resume, including publications if applicable.
  5. Statement of purpose of no more than 500 words.
  6. English test result or qualifying waiver documentation.

Careers Help Desk Insight: What Strong Applicants Do Differently

First, choose the track from the policy problem you want to study, not from the university name. Average applicants write a generic public-policy statement and then attach a track at the end. Stronger applicants make the track choice explain their research interest, prior experience and future role.

Second, treat the 500-word statement as a selection document. You do not have space for a life story. Connect one concrete policy issue to your academic or professional background, explain why the chosen track fits it, and show where that training leads next.

Third, keep your voice personal. Mundus MAPP explicitly says it values authentic motivation statements when applicants use AI tools. A polished but generic essay can still fail because it does not explain why this program fits you.

Common Mistakes to Avoid

  • Applying with a Natural Sciences or Engineering bachelor’s degree.
  • Ignoring the residence rule when choosing a mobility track.
  • Exceeding the 500-word statement limit.
  • Planning to submit an English score after the deadline.
  • Forgetting the seven-day referee window.
  • Applying through a partner institution instead of CEU.
  • Missing the scholarship deadline because later self-funded rounds remain open.

Erasmus Mundus Scholarship Benefits

A limited number of top-ranked applicants receive the EMJM scholarship for the full 24 months:

  • €1,400 per month
  • Maximum scholarship: €33,600
  • Full tuition-fee waiver
  • Extra support for eligible students with disability-related needs

The consortium also offers one Institutional Scholarship per study track, providing a 50% tuition-fee waiver but no stipend. It also purchases health insurance for all enrolled students.

One funding detail deserves attention. EMJM recipients still need to budget for the Year 1 study visit and Year 2 winter school, each normally around €600–€1,000, plus some travel and visa costs connected with moving between countries.

If you qualify for Commonwealth funding and prefer a UK-based master’s instead of a two-country mobility program, compare Commonwealth Master’s Scholarships 2027/28.
