Eligibility Criteria for Commonwealth Masters & PhD Scholarships 2025
To be eligible for the Commonwealth Masters and PhD scholarships, applicants must meet both the HEC and CSC requirements:
HEC Eligibility Criteria:
Nationality: Applicants must be Pakistani/AJ&K nationals and permanent residents. Dual nationals are ineligible.
Academic Qualification:
For Masters: A first-division Bachelor’s/Master’s degree (16 years of education) in the relevant field.
For PhD: A first-division Master’s/MS/MPhil degree (17/18 years of education).
HAT Test: A minimum score of 60 out of 100 is required in the HEC Aptitude Test (HAT). Only the HAT General Category test will be considered.
Merit-Based Selection: All selections will be made based on open merit, with emphasis on the HAT score.
CSC Eligibility Criteria (in addition to HEC criteria):
Academic Start Date: Applicants must be available to begin their studies in the UK by September 2024.
Financial Need: You must demonstrate that you are unable to afford to study in the UK without this scholarship.

Important Note

We strongly recommend completing and submitting your application well in advance of the deadline, as the online application system tends to experience high traffic in the days leading up to the cutoff.
Some important points to keep in mind:
- Your application will only be considered if you submit both the Commonwealth Application form and the online HEC form. Ensure that all submitted applications are complete in every aspect.
- It’s advisable to retain copies of your HEC online application and Commonwealth online application for your personal records.
- Physical copies of your HEC application form, accompanied by the required academic documents (transcripts, foreign degree equivalence, statement of purpose, research plan/proposal, copies of CNIC, Domicile), as well as submitted Commonwealth scholarship forms (proof of a minimum of 02 references and a placement letter), can be saved for your own reference.
